To ensure food safety, the FDA recommends the following as minimum internal cooking temperatures:

cut peppers in halve, seed them and place on prepared tray cut side down

medium non stick, ½t oil in pan medium high heat
add beef to pan w/ pinch of pepper and seasoned salt
cook 2-3, stir cook another 2-3 stirring occasionally
