Before You Cook
To ensure food safety, the FDA recommends the following as minimum internal cooking temperatures:

Cook The Rice
"Bring a small pot with rice, minced garlic, and 1½ cups water to a boil.
Reduce to a simmer, cover, and cook until rice is tender, 18-20 minutes.
Remove from burner and set aside.
While rice cooks, prepare ingredients."
Prepare The Ingredients
Stem, seed, remove ribs, and cut red bell pepper into 1" dice.
Trim zucchini ends, halve lengthwise, and cut into ½” half-moons.
Trim and thinly slice green onions on an angle, keeping white and green portions separate.
Cook The Shrimp
Heat 1 tsp. olive oil in a large non-stick pan over medium-high heat. Add shrimp and a pinch of salt and pepper to hot pan and cook until opaque and shrimp reaches a minimum internal temperature of 145 degrees, 2-3 minutes per side.
Transfer to a plate. Reserve pan; no need to wipe clean.
Cook The Vegetables
In the same pan over medium high heat, add 2 tsp olive oil and peppers and cook, stirring occasionally, until slightly tender, 3-5 minutes. Add zucchini, green onion bottoms, and garlic salt and cook 3-4 minutes.
Stir in cream and tomatoes and bring to a simmer.
