Before You Cook
To ensure food safety, the FDA recommends the following as minimum internal cooking temperatures:

Prepare The Ingredients
Cut broccoli into bite-sized pieces
Roast The Broccoli
Place broccoli on prepared baking sheet. Toss with 2 tsp. olive oil half the garlic salt, and a pinch of pepper and spread into a single layer. Roast in hot oven until browned and fork-tender, 14-16 minutes.
Add sliced shallots to pan halfway through.
Cook The Rice
"Bring a small pot with rice and 1½ cups water to a boil.
Reduce to a simmer, cover, and cook until rice is tender, 18-20 minutes.
Remove from burner and stir in remaining garlic salt. Set aside.
While rice cooks, prepare the chicken."
Cook The Chicken
Pat chicken breasts dry, and season both sides with ¼ tsp salt and a pinch of pepper. Evenly spread mayo and panko on top.
Place a medium non-stick pan over medium heat and add 5 tsp. olive oil. Add chicken breasts to hot pan, and cook until browned and chicken reaches a minimum internal temperature of 165 degrees, 5-7 minutes per side. Remove chicken to a plate.
Reserve pan; wipe clean.
Make Rice Mixture and Finish The Dish
In the same pan over medium high heat, add cream cheese and ⅓ cup water and stir to combine. Add rice and cooked broccoli. Top with cheese and cover until melted, 1-2 minutes.
